It is not, however, simply a study of a key West German institution. The author presents the material in the context of West German society as a whole and thus comments on the state of the democratic mind in that country. From this view of German society, it can be seen that the constitutional foundations are strong in the support of democracy, but one may clearly appreciate the complications of the federal system. Above all, the book reveals that no constitutional safeguards can prevent an usurpation of the publics rights by political forces. This volume is written particularly for new modern language courses which attempt to combine the acquisition of language skills with knowledge about the society and culture of the country concerned-the interrelationships of which are ultimately indivisible.
