The aim of this book is to describe in detail the legislative process in the House of Commons and, to a lesser extent, in the House of Lords, on Government bills; and to assess the impact of that process on those bills. The impact is assessed by examining the progress through its constitutional stages of each Government bill in three recent sessions of the Commons, by considering the amendments moved, and their fate. The books special merit lies in this detailed examination and in this it differs from the more generalised and behavioural approach to this legislative function of Parliament. It should be read by all those who study political systems and, in particular, legislatures and the legislative function. This includes teachers and scholars of politics and of law, elected members and officers of legislative assemblies, public servants of all kinds. Professor Griffith writes after nearly thirty years study of central and local governmental institutions, constitutional and administrative law. He has written extensively about both politics and law and is Professor of Public Law in the University of London. He is co-author of two standard textbooks, Principles of Administrative Law and Casebook of Administrative Law and author of Central Departments and Local Authorities.
